    He also cheated someone for Genuine Deus Specs

    He brags about them to me.

    If this is true, he's sharking, which doesn't justify a scammer tag.
    In addition to that, this is just hearsay. For SteamRep to be able to tag him, you'll need to provide evidence of a scam having taken place.
    Valid evidence includes screenshots of chat, trade history, paypal account balances and the like.
