   He's fine. There's nothing sketchy about him and the tag on steamrep just got him scammed for 11 keys for a fake skullgirls 4 pack.

   Take the tag off, he shouldn't have made that and it's on him but he's new to trading. I walked him through some hoops and he's good to go.

   Very unusual an SR marked admin has no clue how SR works. I would suggest you talk to BlueShiftLabs and maybe he can explain proper procedure to you.
