Need a little guidance

I know I have asked for help before some time ago however I am back yet again to try and appeal my MCT tag. I am aware of how the defunct community tags are dealt with ever since they closed down however on my steamrep profile it already says rejected. I know I am not supposed to post it in the regular appeals section so here I am. This incident happened many many years ago and I have had an honest change of heart for a long time. Yes I have already tried reaching out to the person I scammed an offered repayment of the 2 keys however he wanted nothing to do with it and has now blocked communications. I don't know what else to do but am just ready to finally get somewhere with this thing and hopefully have this tag removed.
