he told me my strange pistol was worth 1 rec when its worth 2 ref and tried to scam me.

Sorry but this seems like a sharking report. Steamrep doesn't cover shark reports, though you can try and report him to a community such as MannCo Trading or Harpoon Gaming that does.

As Sari said, you can report them on Harpoon in this section, or at Mann. Co Trading in this section.
