I tried to report a user in the following report:
    https://forums.steamrep.com/threads...tf2-team-fortress-2-items.188302/#post-501426

This report was marked as invalid because the scammer tried to use a phishing method. However, the user also tried to use a fake bitskins bot to trick me, which is why I submitted the report. Should I resubmit the report leaving out the information about the phishing attempt, or can a scammer not be reported if they try a phishing method before using a reportable method?

I wrote in the report the entire situation when I reviewed it.
The user started out the event with a phishing tactic.. therefore the entire event falls within policy of what we don't review in regards to phishing.
In fact, did it with two different sites.

The user needs to be reported to Valve instead.
