He scams by looking at your friend list and copying one of their accounts, this particular case he copied quemmy. Is Moist And Delicious (Not reporting quemmy but the person impersonating him and many others). By now he has most likely changed his steam custom url, avatar, nickname and information to someone else. The picture below examines his method of steam account scamming, although I have no doubt that he has several accounts meant for scamming through this.
