    What happened? Description:
    Offered me an item worth $250 more than my items and then acted extremely fishy. I didn't get scammed by him but he was clearly playing an angle. refusing to send me a trade offer, insisting I do it, likely in order to do a switch scam.​

    You can't report someone for "likely" doing anything - that is making a report based on assumptions or assuming the user will scam you and that is not right.
    This user is innocent apparently as you have no idea if they will do something bad or not.
