Notes: He says that he is paypal verified, turns out he's not. As soon as he said he sent the payment, he traded me. When I tell him to wait for me to see the transaction in my paypal account, he says check email (doesn't show if he's verified or not). I found it very odd he mentioned right at the beginning that he's using his paypal balance and not a credit card. I did not end up trading him, and I refunded his money.

I do not see a scam in this case. It looks like he legitimately sent you the money, and you refunded it.

Nvm can you please just delete this post, I was trying to say that he was being inconsistent since he said he was verified and immediatly pointed out he wasn't using a credit card which is just extremely fishy he has like all his hours in the past week aswell.
