This seems more like an advertising ring that with enough clicks and referrals allows them to get enough money to buy you the game (commission based). It does not look like a scammer but rather a spammer. Just my 2 cents on real world experience outside of steam on these type of MLM spam emails. Just putting in some side input on the matter. Sorry if it is frowned upon.
