Could you clarify a little bit? From your description it seems as if he was just selling a weapon for a high price, not scamming.

Unfortunately, that is not scamming but sharking. Many consider it to be the same thing, however steamrep does not mark sharks because of ambiguity when it deals with "what is sharking" and "what isn't."

If you'd like to report someone for sharking the UTC has a section of their forums devoted to such.
