What happened? Description:

I had a sponsorship together with UTAnalysis.com.

AVI is the owner and administrator of the site mentioned above.

The First payment for the sponsorship of my website on his betting group on 4. Dec 2015 (100 USD).

On Jan 01 2016 he approached me if I would give him $750 USD so he could make a $2000 USD giveaway in skins (500 each week).
We agreed a bit later on 250 because 750 was too much.
I sent him $97.97 USD from my PayPal and credited his BestSkinDeals account with $153.00, which he then later cashed out to his PayPal account.

However it is nearly the end of January and there were no giveaways nearly that size promised, only a few small ones (< $100 USD). He has also almost never mentioned the website in his posts.

On Jan 08 he approached me to lend him 200 USD so he could bet. His PayPal account was frozen so I credited him 200 Credits on my Website which he could use to buy skins and to bet. It was promised that he would return 300 USD in PayPal form within 3 days when his PayPal gets unlocked.

On Jan 13 I was told if I can wait until Friday (Jan 15) he would get around 500 USD I was ok with waiting 2 days longer and getting more back.

On Jan 16 He told me he would send me the money once he gets back from work which would be in 3h from when I got the message.

After this conversation I haven't received any response or message on Steam/Skype or email from Avi. He has been on at various times and has definitely seen or has many chances to see my attempts to reach him, as he has made posts on his websites and his steam group.

I had contact after a few days with a moderator from his betting group and one of his IRL friends. They told me he would be on a cruise trip and wouldn't have internet. They also eventually stopped responding.

Avi went a few times online and played games, but didn't responds to any of my messages on Steam or Skype.

On Jan 24 the account responded and claiming that it is the brother of the account owner that is playing and that Avi would return the next day.
It is now Jan 27 and no response or anything and he has not replied to any of my messages since Jan 24 even though the account is being actively used/played.

Please note he has probably scammed an associate of mine too, who will be waiting until the end of the month to make his post.​

I have talked with a reddit mod and he advised me to chargeback what I can.

I have waited a bit hopefully to receive response from Avi so this thing could be resolved, but I still dont get any response even the account is being played and I sended the link to the Steam Rep.

I have escalated the claims to PayPal as well.

Chargeback 1: 153 USD from the BestSkinDeals Business Account
Chargeback 2: 100 USD from my personal PayPal account

We are working to fix this as I type this. I reckon battlerush will give updates soon.

We talked over steam chat and it should be all resolved by Feb 01.

Feb 04 and still no response. He is messaging other people to "lend" him skins while I message him at the same time and receive no response.

How long does it take for the admins to take a decision?
Its clearly he is trying to scam other people and he doesn't even get banned for his actions.
