Could you please post screenshots of your gift history (you can find the link to this in your inventory under the pending links tab) as well as your paypal history (with confidential information removed)?

If I'm reading this correctly, you sent him $60 for DOTA2 keys and neither of them came to you as gifts, correct?

Also, PLEASE PLEASE PLEASE do not do any game trades except for ones that can be done via Steam trade. CD Keys are almost always scams, as are game invitations.
