What happened? Description:

User runs a bot that has region locked items on it, presenting said items as ROW. I mistakenly traded for the item, but upon realizing my error declined the gift. (Dispenser.tf has a system where the game gifting is done in a two stage process, in response to the changes to gifting). Usually, errors like this are quickly resolved by the trader refunding the keys. Not this guy. He's selling region locked items as redeemable over world and refusing to refund when people get their unworking merchandise.​
