Added me and tried to scam me via spoofing link to his scam steam profile to let me try log in and to hijack my steam account login data.

That's a bot who automatically adds those who just bumped trade on tf2outpost, then he wait # seconds after you accepted his invite and then he gave you phishing link in the chat.
Steamrep doesn't handle phishers.
Go to his profile and report him to Valve for phishing.
