If this guy was new to TF2 or trading in general I would have just ignored the offer and friend request, but he's level 12, has high tier items(Australium, stranges, ect), and obviously knows better.
I'm not saying he should be banned or marked as a scammer, but a warning to other people wouldn't/couldn't hurt.​

This looks more like a sharking report to me, up to the staff to review.
