What happened? Description:

This user is trying to sell his account on different websites such as EpicNPC and other websites in order to scam people! He is using his high level steam account to make people believe he is trustworthy. As soon as you will pay using paypal for his account or anything else, he will ask you to confirm that the item is received and will try to scam you by sending you old banned steam accounts or fake things.

There is all evidences about his behavior!
You also can check he is currently violating the Steam TOS by selling his account .

usually, new paypal account
= first payment on hold if it is good and services because they want to make sure people doesnt open accounts just to scam
it does mean, usually they hold the money for a little timescale to see if there is no dispute opened...
