    What happened? Description:
    Said he was the moderator of a gambling site and offered to rig the pots for me. I then told him that I had seen this type of scam before and not to waste his time and he said "thx" and blocked me.​

    So this user is already banned/tagged @NME not sure why you were even dealing with them. YOu need to check out users before you accept friend request - you would have seen this - then best to just report them to Valve, delete and move on.
    In order to do that, you have to:
    1. Visit the accuseds profile
    2. Click MORE drop-down located at the top right of the page
    3. Choose REPORT VIOLATION
    4. Select the violation, then describe it and provide the evidence
    5. Click SUBMIT REPORT
