    What happened? Description:
    He added me and started talking about how he wants to trade, so I said yes. Sure. Then he started talking about steam codes for my items, so I declined and questioned him about it. I asked him is he a scammer a few times, and he blocked me, but didn't remove me.​

    No scam here - you can't just report someone assuming they won't pay you - that isn't how it works and is completely wrong.
