    Ok - I do feel the accused was up to no good here and being under 18 shouldn't have made a paypal account to start with so that all falls back on them and has nothing to do really with the outcome from the initial situation.
    Claims under 18 but doesn't matter.
    Accepted.
    Be sure to report the user to Valve also using in profile reporting.
