Not here. SteamRep is a place to report users who scam or impersonate.

Correction slightly - SteamRep is an Anti- Fraud Org for the educational purposes and warning to others for steam trading. Impersonation must also have intent to scam...but reporting users isn't always its soul purpose - education as in helping others have safe trading experiences within the steam trading community is our goal.

Report them to Valve if it's a Steam game. You can do that on their profile page by clicking the "More" dropdown and clicking "Report Violation."

Perhaps, perhaps not, but reporting them here will do even less. It's best to just do what will be most effective and hope Valve cares enough to take action, but reporting them to SteamRep won't help anyone.
