Improper Format Reporting a Scammer Who Reportedly Scammed this Guy

Playing the good samaritan here, I was over at TF2Outpost and this guy scammed this random person, the victim posted on one of the scammer's trades. He's now banned at TF2Outpost but when I checked his SteamRep it's still okay so... yeah...

Description:
Just saw a guy trading a Timebreaker that I'm trying to get, noticed the victim posting that he was scammed, naturally I checked the accused scammer's profile. He was banned in TF2Outpost, but his steamrep is clean so I post something here.

In fairness, the victim was a noob since he didn't ask for a middleman... but w/e, a scammer's a scammer.
