Should I report an already SteamRep banned user?

    I have read rules and FAQs but there is no hint about this.

    Is it useful to report or is it a waste of time for me and moderators already overloaded with thousands of pending scam reports?

    It is less useful, but still useful to have on record. Should they appeal, especially if pleading a change of heart, it's helpful to know that the scam they were banned for was not the only one they're guilty of. But that also means it will be treated with lower priority than other reports against people who aren't banned.
