Unable to donate

Hi, I may seem like I just joined a few days ago but I donated before very long ago. I would like to donate again (looking at how much Steamrep has changed and since I use it all the time for trades) - I tried to donate for the tier IV and V but I keep getting the following message after logging into Paypal. "Sorry, we can’t complete your purchase at this time. Please return to the merchant and choose another way to pay." Been like this for 2 days, anyone able to help?
