Why can't I appeal a judgment.

Hi I want to appeal a judgement to get my SR SCAMMER tag gone because the reason i have it is because my account got hijacked and the guy sold all of my items. I probably have this scammer tag because I found my account that was stolen and reported it a bunch of times. I also made another steam account to report my old account and I don't use that other one anymore. If you could please tell me why I can't appeal a judgement it would be most appreciated.
