Why does stuff like this not deserve a tag?

So this guy adds me and asks if I'd take five buds for my Scorching TC. I (jokingly) pretend to not know what buds are and say I just unboxed it and he proceeds to ask if I'd want a bunch of weapons. Not only did he lowball me at 5 buds, he then preceded to try to pay next to nothing for this valuable hat. If I was a "noob" he would have ripped them off without a single drop of guilt. People like this are sick, twisted, and rightfully deserve a scammer tag.
