I saw his post on TF2 Outpost about selling Ear Buds for $$$. I added him and he contacted me through steam. He gave me his info to send him money and I did. He than cancelled the trade and blocked me.

Do you have screenshots of the chatlog? Can you also post a screenshot of your paypal trade history to verify that you did, in fact, pay him? Make sure you censor any personal and sensitive information.

A screenshot of the Paypal history would be good, a screenshot of the chat is also valid evidence.

As with T(a)PS who was also scammed by m21eRB,
paypal does not allow to open an automatic dispute because the money was sent as a gift and there isn't a physical object in return

I sent them an email to explain whats happened and I'm waiting their response
