You can check out his Outpost profile and see for yourself all the trades he had that required gift wrap. Also, take a look at the comments. It seems that he had scammed more than just a few people:

I saw his trade on Outpost (selling iron curtain for 1 scrap, your wrap), I added him, we traded. I explained to him about how he should give me 5 ref when I give him the gift wrap so scamming would be useless. He feigned dumbness and took his time acting like a trading noob. It was convincing because he barely had anything in his inventory. I was in a hurry to go somewhere, so I told him (since he was still claiming that he didn't get it) that I will give him the wrap, and if he tried anything, i would report him.
Well, I gave him the wrap, and he never traded me back, nor did he respond to my messages. Meanwhile, he took down the trade and was creating a new trade selling untradable items, including his iron curtain, which remained unwrapped.

Just some extra information: Later, I checked his inventory. The gift wrap was gone, and none of his items were wrapped. He also had 5 ref which definitely wasn't there when I checked (if he still had his iron curtain) before the trade. Hmmm...

If I didn't make it clear, I am reporting a Gift Wrap scammer. My apologies if it was unclear.

He has also changed his name and profile avatar many times before and after the trade. Is anyone going to deal with him?

Note that we are currently having 1000+ reports to look into and are trying our best to get to all of them in due time.
