I'm sorry if this is going to delay the investigation or make it improbable but I'm helping a friend report this as Victim #2 is unable to log in to steam right now. Furthermore, he doesn't have any screenshots of any chat. But if it does help, the hacker sent Victim #2 a link via Victim #1's account and Victim #2 clicked it.

Description:
As of right now, a lot of the unusuals in the Scammer's account are from several people apart from Victim #1 and #2. I hope something could be done even with this little information.

Hello, if your friend has been hijacked, he should submit a ticket to Steam Support and screenshot his results (he should also comment here to verify that this is true when he gets his account back).

Alright, I'll get him to send me a screenshot but I doubt he would be able to comment here as the hijacker changed the account's password and email address.
