Summary:
In Tf2outpost I was selling Portal 1 for either 2 keys or $2.90 in Paypal. I asked the guy if he would pay in keys or in Paypal. He said he would pay in Paypal, but since I was scammed before I checked his account on Steam rep. It turned out he was a scammer...

yes, but unfortunately that's the most SR can do is mark him. SR does not actually disable accounts, that is up to valve and is done at their discretion.

Well marking him as a SR scammer really helped, I'm glad my friend introduced me to this site.
