The victim listed - http://steamcommunity.com/profiles/76561198159268732 fell for this scam, this is an example of what they were doing and the technique they used to scam this user.

This is an altered version of the report I left on http://steamcommunity.com/profiles/76561198158435343's tf2outpost account (The seller is this user and the other is the steam user linked above) -

Duo-Man Unusual Scam/Shark

This person’s partner had been making tf2outpost trades which attracted him interest from
users looking to buy his unusual as he was 'quitting TF2'. Once a user adds this person
this user, he says that 'You can pretty much have it' but he'd only sell it
for a type of Genuine Weather Orb (A Dota 2 item, Worth probably 1-2
keys), then he'd link you with the seller’s steam account - http://steamcommunity.com/profiles/76561198238512348 and claim that this user will say that he is the only user he can find with it for
sale, but the the 'seller' blocked him so he wouldn’t be able to get it himself. If you’d happen to ask the 'seller' why he blocked him, he’d say that he blocked him for 'being rude after i rejected
his offer and would never unblock him' (Which forces the user to buy the item). Anyway, If you'd try to buy the item off 'the seller' he would say
he wants offers of something like your unusual + some keys. If the user bought the orb off the 'seller' with his unusual/knife/item, both the
user, and the 'seller’ would block the person.​

Summary - User refers to seller > seller will 'never unblock the
user’ and forces the victim to pay the ‘seller’. Victim buys the orb in
the hopes of getting this user’s unusual Searing Plasma Cold Killer for
cheap, but in reality, they block the user and run. Users are most
likely partners/linked, Someone has already fallen for the scam.
