This count as a try to scam?

As title say, i will like to know if this count as a try to scam me.

He sent me an steam offer, his 6 refs for my 2 beta, 9 games, a little of gems and all my 107 trading cards (4 of them are foils). I don't accept the offer of course.

I don't offer that trade in any thread, and we don't chat (he don't try to convince me, that its why i don't know if this count for report, he just sent an offer).

PD: I put a -rep in his profile and he deleted, i put it again and he block his comment profile.

If they try to hide some high value item among the junk, then it's a scam.

If they put a note claiming false things, such as "accept this to get money", then it's a scam.

If it's just a random shitty trade offer, it's not really a scam.

Oh, ok. I feel a little disappointed, i don't expect a ban or something like that but it would be nice to have a way to put -rep in someone.
