The user you have accused seems to have alot of games (hundreds), an old account, and no obvious reports on any communities i checked in 2 mins. (by no means does it indicate trustworthiness) It could be that you are getting an error when you try to readdd him. I suggest that you either. 1)try to block him, then unblock him, then add him. It might be that you are getting an error with your add. (happens) 2)try to readd him from another account to see if it was indeed a mistake
I tried block\unblock thing with main and second account - always getting "Error adding friend. Please try again." So i create new account and sent him friend request, he is now Offline and i have to wait.
If he ads you, and you are asking him to complete everything, plz make sure to take a screenshot of the chat, just incase he is realy avoiding you on purpose.
