Is It Possible To Ban Someone On Steamrep For Using Alts To Scam

So, I noticed that someone (I won't mention who publicly, in case he checks the forums) has been banned on backpack.tf for trading with scammers. After checking his profile, I found that he has at least 3 alt accounts (backpack.tf has them listed as known alts, he has given them free items/taken items from them) that have been banned on steamrep for scamming, in one case also gaining a VAC ban. However, this person has no special reputation on steamrep. Is it possible to get him flagged for doing this?

Oh, and he also put +rep on at least one of the profiles, although said profile's backpack.tf shows keys being gained from the person with no items traded for them.
