What happened? Description:

He added me and said he wanted to buy my cobblestone package. after i sent him my paypal addres. he wanted me to send him offer and paste him the cancel link (from the email). i knew the cancel link is similiar than the accept link so i refuced. after that i told him good try he blocked and deleted me.​

You can report the user to Valve instead
In order to do that, you have to:
1. Visit the accused profile
2. Click MORE drop-down located at the top right of the page
3. Choose REPORT VIOLATION
4. Select the violation, then describe it and provide the evidence
5. Click SUBMIT REPORT

With that in mind, there isn't enough evidence to prove the accused is guilty of wrongdoing.
