We agreeded that I will send him sleeping dogs key. Then he will send me the Black Ops 2. and then I will send him MW3 key. After I sent the Sleeping dogs key he went offline and inserted the key in his second account. Then he back online and told me the key is "vaild". And I never get the Black ops 2.

See on the top right of steam, it says "<username>'s Account>" click on that and it should bring you to game licenses.
