Description:

Attempted to scam me out of my medic set, lied about being poor. Also, has a history of scamming. Has traded a Australium Gold War Pig for a Salvaged Crate #40. Has attempted to sell Craft #155 Crafty Hair for one Bud. Now attempted to scam me out of my medic set. Has also asked for trading help with the promise of giving items afterwards, but did not.

There doesn't appear to be any scam here.
He is being sarcastic and spamming your trade. I have not seen/cannot find any evidence from that sharking report. Its his items, his price.

If anything, you can use outpost's report button on your trade, or (best option imho) just hide the post and ignore him.
