    Appeal for BANNED BY SR

Steam profile: 76561198014468065 (Dr. Love Cat)

Appeal Plea: I committed the offense(s), I admit it
Appeal Reason: [Change of Heart] I will never scam again.
Victim Repayment: Yes, I repaid the victims of my offense(s)
Previous Appeals: Yes, I appealed here before and the admin told me to appeal again at a later date

    Alternate Accounts:
    None.

    Appeal description:
Hello, I'm requesting an appeal review as I was told to do so by a Steam Rep admin named "Lava". I have committed an unusual hat scam over 1250 days ago, and wanted to pay back the user not long after, but couldn't get in touch with them. The first time I have appealed on here was when I still have not gotten in touch with the victim, so I was told directly through steam chat that the only reason they can't remove my tag is because I haven't payed the user back yet. About a year later, I have finally gotten in touch with the victim and told him who I was, payed the amount back that was worth his unusual and that satisfied him. I started a thread to let SR know that the victim now has been payed back, but an admin told me to get in "contact with an admin directly" instead, which is what I have been trying to do for over 2 years or so. Once again, as stated above, this is an appeal review. Thank you very much for taking a look at this, and please feel free to reply if you need me to provide more information or evidence.

Per our FAQ, you are allowed to have your appeal reviewed by another admin to decide if you deserve a second appeal. To do this, you must choose one of these reasons:
    1. New evidence not produced in your original appeal.
    2. Unfair appeal. Note: A different appeal admin will review your original appeal and decide if their is enough to grant you a new appeal.
    3. Other extenuating circumstance at admins discretion.
Under which of these grounds do you intend to have your appeal reviewed? And please explain your reasoning for whichever reason you choose.

Example of new evidence: Reporter was banned for submitting fake reports/screenshots to maliciously harm people's reputation, supporting your claim to innocence.
Example of unfair appeal: Appeals admin had a conflict of interest, or mishandled your case (e.g. rejected by same admin who accepted report).

I created this appeal review specifically for option 1 as you stated; "New evidence not produced in your original appeal." In my first appeal I have not yet payed back the victim because they would not accept my invite, which took a really long. I decided to ask a few friends to send invites as well to catch the victims attention, until the victim has accepted our friend invites, and I got the chance to repay him. As you probably have seen, "You Are The One" has rejected my first appeal due to a "lack of sufficient evidence to overturn the original judgement". I added the admin and asked what I would have to do to get this mark removed. The admin said that the only way I can get this tag removed is when I repay the victim, which is what I have done. I created a second thread to show that I have now re-payed the user, but "You Are The One" said I need to get in contact with an admin directly. So I was told to create this appeal review, which now I have provided new evidence compared to my first appeal; payed back the victim. Is there anything else I could? More evidence or information? Please let me know. Thank you.

    Hello @Dr. Love Cat,

    Read this topic: http://forums.steamrep.com/threads/appeal-tips.66354/
And please pay special note to the following point(s):
    #9: Pay back the victim
    #11: Only one appeal.
    #12: Basic appeal procedure.
    #23: Appeal Objectives
#25: Quick rundown of requirements for an appeal

Your first appeal was denied for failure to repay the victim prior to appealing. I'm glad you repaid, but repayment is a requirement for the appeal to be considered, not a guarantee your appeal will be granted. The appeals admin is responsible for, among other things, assessing the circumstances surrounding your repayment to determine whether you're truly remorseful and how likely you are to scam again, essentially weighing your overall risk to the community. You not only failed to repay prior to appealing, a prerequisite, but you didn't even repay until after the appeal was already denied. Appeal reviews are meant for extenuating circumstances, such as a mishandled appeal, which were not considered at the time of the first appeal, and when granted give permission for a new appeal. Can you please explain how, in light of these circumstances you laid out, you meet sufficient extenuating circumstances for a re-appeal?

I understand it's not a guaranteed appeal. I am being completely honest in these appeals. The user I tried to pay back had a private profile and would not respond. If you check my archived thread, than you will be able to see that the victim has replied them self that they forgave me. Although the victim said that valve has given them an unusual back, I still re-payed. I tried paying back before I actually have started the first appeal, but did not see that you can make only one appeal. I'm trying my best to organize events within the community such as giveaways. I own a group with almost 47,000 members now which is completely legit and deal's with trading. I would never do anything that stupid ever again, as I feel guilty for what I have done, and keep my current status clean as possible although I have an SR ban. I have completed over 7,100 trades, which allowed me to get to the backpack value that I have now without any scams. I have a few hundred +rep's that can be found on my profile which were all posted after the scam except a few out of the few hundred. Please go to page 130 of my profile of my comments and start from there to see all the +rep's left behind by players I have made transactions with. I believe I've done plenty of good deed's through the past years after the scam has been committed to show I'm a different person. I also have a giveaway video or two on my channel if you'd like to check it out, and overall I'm a generous person. I'm very sorry, but I did not know at the time that I could only create one appeal, as I thought it would be impossible to get in touch with the victim, especially that they have a private profile to this day. I have been scammed this way before, and I know how hard it is. I believe it's quite unfair that I have been trying my best provide as much evidence and information that I can, while I created a report against someone else that tried to scam me with the "Steam Wallet Fraud" a long while back and they still have not been marked although the "Evidence provided" status is there for a long time as well. I have been trying to actually talk to an admin in steam chat, but none would accept my request although I have been told to do so by an admin on here. I have also tried to message an admin on here, but none have replied and it's been over a year. I will provide some more picture proof that you may want to take a look at, and possibly give me another chance to take part in the communities events myself. I'm a completely different person, if this is what you have been trying for me to say, and as I don't want to reveal my age, please consider the thought that this occurred over 1250 days ago which maturity was also a major factor. Thank you for taking your time and reading this over, and please reply with anything else that could be done.

This is not an appeal, it's an appeal review. Convincing me that you had a genuine change of heart (not convinced) was for your appeal, but we're past that point now. Having repaid since your last appeal is not an extenuating circumstance for a re-appeal. Creating a raffle group is not an extenuating circumstance for a re-appeal. Completing a bunch of trades and having an expensive backpack is not an extenuating circumstance. Profile +rep comments does not create an extenuating circumstance, but they're not worth anything anyway. Not liking or agreeing with the admin's decision is not an extenuating circumstance.

I'm sorry for the runaround; appeal reviews aren't granted very often, and there are still some kinks in the procedure. It's good that you repaid and (from what you said) quit scamming, but you were supposed to have repaid before the appeal. That you repaid after, among other factors, suggests you only repaid because you want to get untagged, not because you're genuinely sorry. If your evidence doesn't amount to anything more than "I repaid after my first appeal and I'm a better person now" then I'm sorry to say this but you do not have grounds for an appeal review. Got anything else?

Thank you SEED. I added this user a few days after the scam and said sorry and wanted to pay back but he removed me from his friend's list. I continued to try to add him back but there was no response. Almost 2 years later I gotten more people to add him and get his attention, which it worked (I also included this in my first statement). Although valve has recovered his unusual, I still payed back, because I felt sorry and guilty for what I have done.
  10. he added me a few days later to say sorry and repay but I removed him

Convincing me you intended to repay before your appeal, or how sorry you are, will do no good here because, as said multiple times, this is NOT a second appeal. My job in the review is to gauge whether the appeal was unfairly handled outside procedure, or if you have extenuating circumstances for a second review, not whether you're sorry. Unless your next reply meets that criteria, I will be closing this review.

I'm pretty sure you just stated "That you repaid after, among other factors, suggests you only repaid because you want to get untagged, not because you're genuinely sorry." So I did try to prove that I did not re-pay to get my tag removed, as even the victim has said in their response above. I told you that I picked option 1; "New evidence not produced in your original appeal". I just provided you proof that shows I did more than "I repaid after my first appeal and I'm a better person now". I really don't understand that one admins tells me something different, and a second admin tells me something completely different. I've provided you with everything you wanted, and if this is not enough, than please give me an example or two of what an "extenuating circumstance" would be and maybe I could. I just thought this would have been new evidence to my case, which should give me the possibility for chance to fill out a second appeal. I have payed back the victim and they even admitted that I added them a few days after the scam and said my utmost apologies, I'm pretty sure they forgave me, but he was quite upset and I got removed. If you can tell by the dates, my first appeal was filled out 1.5 years ago after the incident and not right after to get the tag removed, and that is because I thought I would have no hope of ever getting in contact with the victim and pay them back. Please reply with an example of "extenuating circumstance". Be sure to check out the pictures linked with this reply.

This is not an appeal. It's an appeal review. Each person gets one appeal, that's it. If denied, that's it, no more chances.

In order to account for certain types of extenuating circumstances, at admins' discretion, we have an appeal review process to request a second appeal. It's rarely granted, and it's supposed to be a quick review of the 1st admin's handling of the case, no more - not a full appeal. I gave 2 examples of extenuating circumstances already. Another example would be if an account hijacker abused your account to make a bogus appeal and keep you from getting your one appeal; as I understand, one such victim provided overwhelming evidence this happened, down to dated and itemized receipts from a computer repair shop, and per appeal review policy was allowed 1 new chance at appealing. Read over my first post again. You're trying to turn this into a new appeal because you don't like the result, and that's not what reviews are meant for.

Our admins' time is frankly better spent on those who haven't had their first appeal yet. Entertaining multiple appeals from you because you don't like the outcome is unfair to everyone else who has been waiting in line and possibly followed the rules their first time around.

Seeing that this has basically turned into another appeal, and not a valid appeal review, I'm going to close it out now.
