Appeal Question

I've only had one appeal considered and denied one year ago. My ban was 7 years ago and I've just spoken to my victim (whom I never received any items or money from), and he's agreed to forgive me for my behavior and is looking for a way to repeal the report.

Is there anything that can be done or am I just screwed? I truly don't see it being a fair thing to have someone banned when they were 13 years old and not give them a fair chance to appeal 7 years later.
