    It is not clear he did cause you can't provide solid evidence that he did in fact 100% scam you out of a hat. Both reports were turned down one cause the screen shots you provided above didn't show him saying he admitting anything. The other one you can't provide a vital pc of evidence which is a chat agreement. Can't just go around tagging people without proper evidence and you've not provided it.
