    Hi, I don't know if this is the right place to put this but, my friends steam account was hacked

    Hi there.
    First, if you friends account got hijacked, tell him he has to make a report to Steam Support a.s.a.p. so he can get his account back (unless he's already done that).
    Second, currently you have no proof whatsoever to back up your story.
    You'll need to find out who the scammer was, and you need to find proof that he came in contact with your friend and made him click that link.
    Also, where any items stolen from your friend? Steam Support could help regain the items if it is indeed a case of hijacking.

    I am new to this kind of stuff so sorry if I am wasting your time but, is it possible to hack somebody if they did not click on the website because I don't want to be hacked either.

    If you never clicked on the link, you are probably safe.
    Although hackers could gain access to your account using different methods, when using the phsishing method, the victim had to actually click the link to the website, and then use their login information on the website.
    Most TF2 phishing sites have you go to a fake forum (steam forums), where they ask you to 'log into the website'. The phishers can then see the information you used to try to log in on the website, and use that to log into your account.
    If you have never clicked on the link or put any log-in information on a strange or fake website, your account details should be safe though.
