Just found out this guy has scammed someone else for a very similar item

The scammer moved his stuff to a different account, here.

Finally heard from Steam, they are doing absolutely nothing about it and he is not trade banned or anything...

Surprised you can't turn this into a police case.
This is considered fraud.
And since it is for a substantial amount of money (approximately $2500)
I would suspect it'd be more than a misdemeanor.

Look into it. I'm simply speculating.
