    @Vandy either you are just confused or just completely dead serious in thinking that you can do this. You can add funds to YOUR steam account but not to someone elses. The only way to give users funds in steam would be thru a wallet code.

    You can't gift or give someone elses or another steam account steam funds to their wallet via any funding source.
    Your welcome to ask Valve this via steam support ticket but they will tell you the same thing.
    This is why the report is hanging in the form for which it is.

    It has been shown from steam, that's just some fake thing to scrap accounts. Ask steam support, see what they say. You are talking to steamrep admins who deal with this everyday. They are much smarter than you.
