    Another thing to add just in case. You most likely know that you can only scratch stickers if the offer is sent by another party. If you send an offer yourself and scratch a sticker it will automatically cancel. Again, he asked me to send it pretending to be on his phone. Even though he was in-game. Also the screenshots he was sending me before aren't possible to send from a mobile (at least from the official steam app). I understand that it's not a 'proper' evidence but still.

    Since you noted that is all you have I will conclude report for the sake of the accused here since you can not prove that they scratched it or you didn't for whatever reason.
    The case of reasonable doubt is here which you certainly can see so with any doubt there is no 100% conclusive evidence that this user did any wrong doing and the trade was proper.

    Since that is noted I'm declining report on those reasons - this user was not found guilty of any wrong doing per policy for lack of evidence to prove otherwise.
