What happened? Description:

I'd like to report a scam. I contacted this person through "dotagiftx.com" to buy a certain item which is "Chines of the inquisitor" for 1.50$.
I offered to pay this person by buying a very cheap item for 1.50$ from him and he agreed to do that.
I paid him 1.40$ because he made a item listing for 1.40$
I was supposed to get this item after being friends with him for 30 days or more. But unfortunately, after a couple of days, I noticed he had already removed me from friends list and blocked me.
Also, I did not take a screenshot at that time. So, I can't provide a proof of the initial agreement.
But I do have proof of the broken agreement or scam attempt and proof that I verified the identity of the person.
I was able to confirm this person by searching market history and steamrep report(which is declined
