This is my own fault as I've been incredibly naive and trusting but thought it better to report it rather than doing nothing.

I posted the following thread on the Steam Trading Forum:

The scammer added me as a friend and when I started the chat he said he would buy Van Helsing and gift it to me for Monaco as Monaco is more expensive in his country. You can see the rest of the chat. Sorry, I don't know how to get the whole thing as the start of the conversation is cut off. I was suspicious and cut off the chat (before his 'What?' comment) but his profile had good comments so I thought he may be trust worthy. More fool me! And I wish I'd known about this site before hand as his profile on here is on big mass of red!

Could you provide a screenshot of your gifting history?

If you do not know how, go into your inventory and click the tab saying "New gifts" then if you scroll down there is a "Gifting History" link, this should show your recent gifts.

I just encountered this person as well and should had google his name first before trading a dollar Steam key I had for King Arthur's Gold. Said the same thing about how the game he wants is more expensive in his country and had me go first. He still "online" right now, but he stopped talking about a half hour ago after I gave him the key. Not so upset about the key, but I do want to back up Cork that this guy should not be trusted. I reported him and gave the information to a former Steam Support Rep to give to his old co-workers.
