    If I had to guess you've had multiple reports against you in the past - even though they are invalid/archived for whatever reason it would apply to believe there is something going on and therefore the system has restricted that.
    You can still donate - follow the info on that link I gave you if you wish to donate directly or use Amazon smile when making purchases.
