+rep Question

So, this guy posted on my profile saying this http://imgur.com/UvozKxi
First i went and checked all my trade history and never once had i traded with him. I went to his profile and say that in the last 18 hours he had gotten more then 6 pages of +reps and when i click on those he had asked them to +rep him.

My guess is that he is trying to get tons of rep so he can sell/buy keys.

Not to mention his less then 10 hours of CS:GO time.

My question is... are you allowed to do that? and if so should he get banned

I had also posted on his profile about my suspicions, and he immediately deleted my comment and deleted his comment on my profile and then blocked me
