And the final agreement of that he has received the gift. The evidence provided that the transaction has been made which the other user has also acknowledged the fact he he has indeed received the item from the chat messages. In general, he stated the terms of the offer and I have accepted the offer. This makes the text legally binding as an offer is defined as:
An offer, An acceptance of the offer, Consideration, and. The intention of the parties to create a binding relationship.

Drawing definition from the internet, "A text message can be a legal document under the ESIGN Act, which gives contracts signed electronically the same weight as paper and ink contracts. ... As long as these conditions are met, text messages and other forms of electronic communication are considered legally enforceable contracts in court."
https://ironcladapp.com/journal/contracts/is-a-text-message-a-legal-document/#:~:text=A text message can be,as paper and ink contracts.&text=As long as these conditions, legally enforceable contracts in court.

Under the FAQ from steam, https://help.steampowered.com/en/faqs/view/70E6-991B-233B-A37B , it states that "A scam is when a user deceives another user into willingly (at the time) completing a trade, market transaction, or sending a gift. After the trade is completed, the person who was scammed either doesn't receive what was promised, or the items involved are not what was agreed upon."
SO looking at my case, I have been scammed and I hope that the account will be under review and have the required justification of being banned. Looking at the previous cases of the account scamming other people, which has been rejected, I am willing to provide and cooperate with steam admins to provide further evidence if needed. Under the FAQ again, it states that : "If evidence exists that a Steam user is scamming, Steam Support will ban the account from using the Steam Community, including trading and using the Steam Market. The length of the ban is dependent on the severity and quantity of the scams. In some cases, scammers will be banned permanently. If a scammer has multiple accounts, all of their accounts may be subject to the ban as well." I do hope that their multiple accounts do get banned as well.

Furthermore, I have uploaded evidence in accordance to the requirement of a report fundamentals.
    1. The Agreement of Proof - this is done through steam chat ONLY (furthermore, I have displayed the timestamps to emphasize & in FULL SCREEN SHOTS), we have also agreed to the FORMAL AGREEMENTS OVER STEAM CHAT
    2. Transaction Proof - through the screenshots above, the scammer ACKNOWLEDGES THE FACT HE HAS RECEVIED THE ITEMS, this serves as the proof of transaction
    3. Identity-- Proof of the accused's identity - Furthermore, I have also taken a screenshot and enable displaying Steam URL address bar when available. This has been provided in the above attachments.

The evidences I have provided above are in FULL and NOT EDITED, as stated before, I am willing to provide more evidence if needed in accordance to Steam admins. I apologize for the spam above as I was emotionally upset, however I provided the evidence in accordance to what was needed. I included another FULL SCREEN SHOT to further emphasize the scammer details.

    Thanks
