Where can I and how can I +rep someone

You should really only be giving someone rep if they and/or you participated in a trade which involved some element of risk. This includes PayPal trades, since the person going first has to trust that the person going second won't run. In a trade like this, ask them for a reputation thread, that's where you should give them a "+rep". If they don't have one, some sites (like backpack.tf) have something similar to rep threads set up, so you can do it there instead.

Never been to SOP (heard somewhere that rep threads disappeared, idk), this is why no one should listen to me <3

To answer your question. You can create a rep thread in one of our Partner or Friend's community. You can find them here: https://steamrep.com/ .
Each community has their way to control rep threads, some have more rules than other, just pick a community that you're related or like. Gl.
